Between 2015-2019 , Lars-Torsten was Director for Knowledge-Based Policy of Health Care and Chief Medical Officer at the Swedish National Board of Health and Welfare. 

Lars-Torsten was the Chairman of the board of the Swedish National Centre for Priority Setting in Health Care and the Swedish National Board of Screening. He was also a member of the Board of the Swedish Agency for Health Technology Assessment and Assessment of Social Services.

He is a Medical Doctor and specialist in Pediatric Surgery with a PhD and Associate Professor at University of Lund, Sweden. 

Lars-Torsten previously held the post of Head of Pediatric Department at the University Hospital in Lund. He has also been head of various hospital divisions and been a member of the Board of Directors at the University Hospital of Lund, the Skane University Hospital and the Karolinska University Hospital in Stockholm Sweden.

He has a profound knowledge in change management within the healthcare sector (winner of the Swedish Lean prize at Karolinska University Hospital in 2014). 

Since retirement spring 2019 he is working as independent advisor including investigation assignement to the Ministry of Health and Social Affairs (legislation concerning Complementary and alternative medicine and care and to the Committee on Coherent Knowledge Management), the Financial Management Agency (precision medicine), the Swedish Board of Health (future competence supply) and Business Sweden (Russian-Swedish healthcare alliance). Assignements for Telia healthcare, Sirona healthcare and Mylan pharma.
